The Committee on Government Organization moves to amend the
bill on page one, section one, line eighteen, by striking out
everything after the enacting section and inserting in lieu thereof
the following:
ARTICLE 4. GENERAL SERVICES DIVISION.
§5A-4-1. General services division; director; qualifications,
powers and duties.
(a) There is hereby created a new General Services Division of
the Department of Administration for the purpose of having the
care, custody and control of the capitol buildings. The division
shall be under the supervision of a director.
(b) The director is appointed by the Governor, by and with the
advice and consent of the Senate.
(c) Candidates for the position of director shall:
(1) Have a degree and certification in the fields of
engineering, architecture or logistics;
(2) Hold a masters of business administration or a masters of
management from an accredited four-year college or university;
(3) Have a minimum of ten years experience in facilities
management in a facility of a large multi-facility and multi-client
complex; or
(4) Any relevant experience of a minimum of ten years which
demonstrates an ability to effectively accomplish the purposes of
this article.
